Southern California Edison’s Environmental Services Department (ESD) is a portfolio of divisions that provide environmental compliance services to all the operating units across SCE. Within the Environmental Services Department, the Major Environmental Projects Division provides management of the planning, siting, licensing, permitting, construction, and consultant services for SCE electrical infrastructure projects throughout the project lifecycle. The successful candidate will work as a Senior Environmental Program Manager within the Planning, Permitting and Special Projects Section and be the GO 131D Environmental Program Lead, developing strategies and managing the environmental evaluation of projects requiring GO131D review and such integration into SCE’s EHSync system.
The Senior Environmental Program Manager would be the Environmental Service Department liaison with SCE Energy and Environmental Policy, Transmission and Distribution (T&D), and Legal organizations. The SA would provide environmental compliance strategies, processes, procedures, and programs to all levels of leadership within SCE and secure environmental authorizations and/or permits from agencies or municipalities. Because the SA would provide interdisciplinary expertise in the CEQA, NEPA, and other regulatory processes supporting SCE projects, the SA must have a strong background and familiarity with CEQA/NEPA and the associated disciplines (e.g. Aesthetics, Agriculture, Air Quality, Biological Resources, Cultural Resources, Geology, Hazardous Materials, Hydrology, Land Use, Noise, Population, Recreation, Transportation, water quality, and other resources). Project types may include large and small substation, transmission and distribution line projects requiring environmental project management support. The SA will also, evaluate non-GO131D projects for environmental impacts and may maintain relationships with local, state and federal agencies.
Actas ESD EnvironmentalLead for GO 131D evaluation of projects requiring environmental review supporting the T&D projectenvironmental planning, permitting, strategy and compliance
Managemulti-disciplinary technical teams and external consultants to performenvironmental analysis supporting project development, permitting andimplementation.
Actas Senior Advisor on SCE projects during all phases of development, includingplanning, siting, licensing, permitting, and construction.
Provideconsultation with SCE mid-level and senior leadership with respect toenvironmental compliance that guides SCEs long term goals.
Providestrategic recommendations and highlight risk regarding intent of environmentallaws and regulations to support SCE project licensing and execution.
Actas an environmental subject matter expert on any assigned program/projectanswering technical and policy related inquiries.
Developand manage environmental technical consultant contracts, Request for Proposals(RFP), Purchase Orders (PO) and Change Orders (CO).
Manage and document project budget and status forreporting requirements
Musthave a Bachelor Degree or higher in an environmental, planning or relateddiscipline.
Musthave nine (9) or more years ofenvironmental program, project, and/or environmental contract managementexperience of which 5 or more years are leading/implementing environmentalrequirements pursuant to local, state and federal environmental regulation asrelated to project siting, permitting, licensing and/or construction.
Musthave experience managing and documenting large scale project budget and statusfor reporting requirements.
Musthave experience working with GO131D.
Experienceworking with EHSync to retrieve/add/make changes.
Demonstrated ability to follow Edison safety protocols and safe workpractices.
Master’sdegree in an environmental, project management, planning or related discipline.
Experienceworking ondistribution, transmission, generation, and substation projects
ProjectManagement certification, preferred.
Strongoral and written communication skills with the ability to clearly communicatedata, context, and implications to management and stakeholders.
Demonstratedstrategic planning and project management skills including effective budgetplanning and business writing.
Demonstratedexperience leading projects and ensuring action items are completed on orbefore deadlines.
Demonstratedproficiency with the following software tools: Microsoft Word, Excel, PowerPoint, Microsoft Visio, Access and Project.
Theprimary work location for this position is Rosemead, CA.
Thisposition may require up to 15% travel within the service territory.
