Parsons is now hiring a Principal Financial Specialist for our rapidly expanding team located in Pasadena, California. Parsons extensive experience combined with your attention to detail and strong analytical skills, data reconciliation, and knowledge of government regulations, will propel your career forward. At this level, the Specialist performs cost impacts, performs indirect rate development, reviews costs against government regulations and company policy, and interacts with our Government clients. In this role, you will complete the complex financial assignments requiring specialized training and experience in the field of government contract audit/internal audit/government accounting. You may be assigned to a specific section of the Government Accounting team, rate development/ cost analysis or may be assigned to support government audit effort. You provide technical guidance to lower-level Financial Specialists. Minimal travel is required. Responsibilities: • Understands and applies the provisions and terms and conditions of contracts, Government regulation requirements, and ensuring compliance with company policies and procedures. • Reviews costs to determine if costs are allowable, allocable, and reasonable pursuant to contract terms, applicable Government regulations, and company policies and procedures. • Reviews and verifies employees' classification, location and uplifted rates to determine if labor costs are allowable, allocable, and reasonable in accordance with applicable Government regulations and terms of Employment Agreements. • Assists in the preparation of forward pricing rate proposal based on annual business plan, perform monthly quarterly analysis verifying the reasonableness of target rates, assist in preparation of final annual indirect rate proposal. • Prepares cost impacts to be provided to the government of all cost accounting changes. • Prepares ad hoc analysis for management and internal customers. • Verifies accurate application of DCAA approved overhead rates (negotiated/agreed-upon/forward pricing) to prime costs pursuant to applicable Government regulations, contract terms, and company policy. • Prepares reports/recommendations for appropriate company authorities. • Acts as intermediary between Parsons and its government auditors. • Prepares responses to government audits. Explains decisions, procedures, and requirements in such a way as to gain a favorable response. • Communicates, interfaces, and coordinates with Finance personnel, Project Managers, Accounts Payable personnel, Accounts Receivable personnel, Contracts personnel, DCAA auditors, Human Resources, Management, and other professional staff in a professional and cooperative manner. • Collects and analyzes data, relates data to established guides, and evaluates the significance of the collected data. • Presents conclusions and makes recommendations by analyzing facts and conditions, and makes recommendations for corrections or improvements. • Applies guideline material by interpreting regulations (e.g., CAS, FAR) and technical material, and translates the guidance into specific actions for internal customers/ project personnel. • Presents technical information in written form. • Performs other responsibilities associated with this position as may be appropriate.
•4-year degree in Accounting, Finance, or Economics (or equivalent)
•4-5 years of Big 4 accounting firm experience, government accounting experience is a plus OR 5-7 years of accounting experience with 3+ years of government accounting experience
•Experience in dealing with various difficult types of contracts is mandatory. (e.g., firm-fixed-price, fixed-price with economic price adjustment, fixed-price incentive, cost reimbursement, cost sharing, cost-plus-incentive-fee, cost-plus-award-fee, cost-plus-fixed-fee, and time and material)
•Requires a thorough knowledge of accounting techniques and principles
•strong knowledge of established principles and accepted practices of government contracting work.
•Incumbent must have strong written and oral communication skills
•Proficiency in PC software packages typically associated with accounting.
•Potential to perform in a lead capacity is also required.
